The first Coast Guard stations were established in 1892 and by 1907, there were seventeen coast guard stations in the Birmingham area. The Coast Guard was created as a result of the Spanish-American War and during that conflict, the United States sent troops to protect Puerto Rico from Spanish forces. As a result of this action, Congress passed the Jones Act which authorized the construction of coastal defense batteries along America's eastern seaboard. These batteries helped to prevent treasure chests and other valuable items from being looted by Spain during its occupation of Puerto Rico. The First Coast Guard Station was opened in 1892 and it initially served as a barracks for American soldiers on board Spanish vessels operating off the coast of Florida. In 1897, however, the station was moved to Mobile Bay and it served as one of two permanent Coast Guard posts in Alabama until 1915 when it was transferred to Pensacola Beach, Florida. During World War I, Alabama played an important role in providing security for shipping lanes along both coasts of America. The state contributed over $4 million dollars towards war efforts and more than 2,000 men died while serving with the military or helping conduct traffic control activities at sea. Three years after hostilities ended,Alabama had become one of only six states (along with New York City) to join together in forming the National Defense Association (NADA). This organization functioned as a watchdog against potential threats to national security and ultimately aided in improving wartime efficiency by sharing best practices among federal agencies. In 1933, President Franklin D Roosevelt signed into law The Magnuson-Stevens Act which created The National Oceanic and Atmospheric Administration (NOAA). At that time, NOAA consisted of just thirteen separate divisions including Coastal Watchman Service (CWOS), Life Saving Service (LSS), Fisheries Service (FIS), Weather Bureau (WB), Radio Service Branch (RSB), Merchant Marine Services Branch(MMSB), Naval Research Laboratory(NRL)and Harbor Master Service Branch(HMASB). The Coast Guard Gift History in Birmingham, Alabama began in 1916 when the first Coast Guardsmen were stationed in that city. At that time, military personnel from nearby Fort McClellan barracks donated land to the City of Birmingham for a new port. In 1916, the Army Corps of Engineers began construction on the port and by 1922, it had been completed and renamed Harbor Island Naval Base. The Coast Guard was activated as a part of the Army Reserve on September 15th, 1914. On January 3rd, 1915, Commandant John Sibley ordered allmembers of the Fourth District (Birmingham) to report to their stations at 6am sharp for drill. From then until World War II ended on September 2nd 1945, members of the 4th District served with distinction including heroism during various wars throughout Europe and Asia. In 1954-1955 Captain Orville W. Beanell served as Commanding Officer of Station Mobile Bay which was located adjacent to Homestead Air Force Base 1st Lt Frank Lyle killed aircrew #2 in an engine failure while flying from Elmendorf AFB Alaska to Midway Islands after night aviation operations Nov 26 1944 ATC congratulated him on his successful completion of three missions and awarded him squadron patch#8591 From 1956-1960 Captain Donald Henson commanded Station Mobile Bay which was located adjacent to Homestead AFB 1st Lt Franklin Pogue shot down an enemy fighter over Korea Aug 25 1950 ATC congratulated him on his successful completion of two missions and awarded him squadron patch#8749
