In 1951, the community became an incorporated municipality when all of Cochise County seceded from Arizona to become itself again. The incorporation occurred because there were no official boundaries within Cochise County until then and some residents wanted more representation than what they had with just Coconino County jurisdiction. As an incorporated municipality, El Mirage City Council has primary responsibility for services provided by its police department; fire departments; libraries; water systems; public works; taxation; zoning; development control; and street maintenance/paving/street cleaning services. Municipal council also sets rules for elections including setting polling places, conducting recounts if necessary, approving changes to city ordinances, creating special districts within the city limits and more general authority over civic affairs than that granted by either city or county government officials alone

Today, El Mirage is home to several businesses including two banks and four churches serving a population that has grown steadily since 1990 when it had only 1 adult resident per 10,000 residents
