Jacksonville is located in southeasternArkansas on the Mississippi River about 20 miles (32 km) downstream from Memphis, Tennessee. In 1836, James K. Polk founded what would become Jacksonville as a town in Jackson County after purchasing 3 acres (1 ha) of land from David Livingstone for $2 per acre ($/ha). In 1839, Brigham Young purchased 1/4 mile (0.8 km) east of downtown Jacksonville from John Capps for $10 per acre ($10/ha). This area became known as "Old Town." By 1860, Jacksonville had a population of 100 residents and by 1870 it had grown to 300 residents with two banks and one store. In 1877-78 JK Polk donated 40 feet (12 m) of his property across the street from City Hall to be used as a public square and park; this was known as "The Park." The first courthouse was built in this square in 1879 with funding provided by JK Polk's nephew Hyrum Smithson. The current courthouse building was completed in 1903 with additional funding provided by philanthropist Andrew Carnegie In 1907-08 Lillie Mae Morrison attempted to build an dam on Big Creek but failed due to lack of funds; her friends Henry Clay Frick and Wylie Stone contributed money to help finance the project On January 8th 1906 local citizens organized their own fire service which served all areas within Pulaski County Jacksonville experienced its first tornado outbreak on May 6th 1886 when three tornadoes touched down near Center Point village; these storms resulted in damage totaling $8000 () In 1902 Saw Mill Dam collapsed due to overloading resulting in loss of life (), including that of Mayor James K Polk who lost his life while trying to save others The city fathers responded with legislation authorizing them to borrow up to $5000 () from loans held by private individuals or organizations for projects such as water systems expansion or new buildings Due largely to World War I efforts during President Woodrow Wilson's administration Jacksonville grew rapidly with construction beginning on various large civic projects such as First Baptist Church and Woman's Christian Temperance Union Building which remain today among some of Jaguars most iconic landmarks
