The police gift history of Officer Joseph T. "Joe" Hickey begins on December 1, 1922. On that date, Joe was hired as a policeman with the city of Saint John, New Brunswick. Two years later, he married Esther Bourgeois and they moved to Saint John. In 1926, Joe was transferred to the Halifax Regional Police Service and in 1929 he became a sergeant with the force. He served in that position until his retirement from service on October 15, 1984. In retirement, Joe continued to serve as an officer for the Halifax Regional Police Service until his death on February 6, 1995. During his career with the force, Joe was awarded numerous prestigious awards including being honoured as one of Canada's Outstanding Policemen in 1977 and 1978 and being named by The Globe and Mail as one of its "100 Mostinguished Canadians."
Streator, Illinois is a small town located in McLean County, Illinois, United States. The population was 3,814 at the 2010 census. It is part of the Springfield Metropolitan Statistical Area. Streator is home to Loyola University Chicago and the McCormick Place Convention Center which are both major employers in the community. The first settler in Streator was John Fenton who arrived on July 4, 1822. He built a cabin on what is now State Street and named it "Fenton's Landing". On November 1, 1823, Fenton married Mary Livingston and they moved to what is now Elmira Road. In 1825 Fenton purchased 640 acres of land from George Washington Sarver and erected a dam across Big Creek to provide water for his new settlement. He called his new community "Streator" after his old home in Scotland. In 1830 he sold all his land except for 300 acres which he kept for himself and donated to Loyola UniversityChicago as an endowment gift. In 1835 John Pappe (1811-1875) came to Streator with his family from Ringgold Township, Ohio where he had been born and raised. Pappe started a tannery on Elmira Road that became one of the largest tanneries in America during the late 19th century until it closed its doors in 1971 due to competition from synthetic leather products developed by Ford Motor Company. Pappe also founded two banks: First National Bank of Streator (founded 1865), and Second National Bank of Streator (founded 1870). He was influential within the community through these businesses as well as many philanthropic endeavors such as helping found Macomb County’s first high school; building two churches; providing scholarships for local students; establishing a library system; sponsoring annual golf tournaments at Mount Carmel Golf Course; donating money towards construction of city hall; etc., His legacy continues today with numerous organizations such as Loyola University Chicago's Department of Business Ethics & Human Resources or Nitschke Park District No 576 whose mission is "to promote park development that will enrich people’s qualityof life through open space". Loyola University Chicago purchased 925 acres surrounding downtown Streator from Mr. Pappe in 1945 as part of their urban renewal program which aimed to create more affordable housing opportunities throughout Illinois while preserving downtown business district traditions like streetcars running down Michigan Avenue instead of via Dearborn Street into downtown because this would have created more traffic congestion around downtown than if cars were routed along Dearborn Street out into suburban neighborhoods like Libertyville or Urbana-Champaign because those areas had more dense populations without central business districts).
