The Richardson Navy Yard was founded in 1795 by Commodore James Richardson. It served as a sailing depot and shipbuilding site for the Indiana navy. The yard produced over 350 vessels during its heyday, many of which became critical components of the American naval machine during the Revolutionary War and Mexican-American War. In 1854, Franklin saw its first steamboats docked at the Richardsonyard. By 1898, when it closed its doors for good, Richardson had built more than 1,500 boats at his yard. Today only a handful of artifacts from Richardson’s heyday remain in Franklin: a few cannons that once stood outside city limits, and an old powder magazine that now houses the city’s archives.

Franklin is a city in the U.S. state of Indiana, and the county seat of Newton County. As of the 2010 census, its population was 23,898. The Franklin metropolitan area has a population of 44,471 as of May 2015. The city is named after Benjamin Franklin, an American Founding Father and one of the first settlers in what would become Indianapolis. The land for Franklin was donated by early settler Nicholas Wright in 1811. The original town site included only a few homes and a schoolhouse; it was not until 1827 that a courthouse and other public buildings were erected on the present site. In 1834, Franklin became part of the newly formed county of Newton; but because it had no municipal government (the residents elected their own officials), it remained primarily an agricultural community until about 1870 when manufacturing began to take hold. In 1893, Indianapolis merged with neighboring Posey County to form Marion County; but because Posey County had no municipal government (the residents voted on local issues), this merger did not bring about any real change in Franklin's status as either municipality or county seat until 1907 when voters approved annexing portions of Hamilton Township to Frankfort Township; thus making Frankfort the permanent seat within Newton County.
