The Muncie Navy has a rich history dating back to 1892. The first Naval Militia unit in Indiana, the 1st Battalion of the 6th Infantry Regiment was organized in 1892 and equipped with cannons and muskets. The battalion served in various skirmishes against Native American tribes before being disbanded in 1903. In 1941, the Muncie Naval Militia was reactivated as part of the United States War Department's New Deal programs. In 1942, Rear Admiral John J. Pershing designated the Muncie Naval Militia as a "flotilla-sized" naval reserve force for use during World War II. The Flotilla numbered 116 vessels and included destroyers, submarines, and other auxiliary vessels from Indiana, Illinois, Michigan, Ohio, Wisconsin and Canadian provinces. On November 11th 1944 an attack on Pearl Harbor by Japan led to America's entry into World War II. On December 7th of that year Vice Admiral James Ketchum activated the Muncie Naval Militia for service in Iwo Jima where they played an important role until 1945 when they were disbanded again because of budget cuts. Later that year Commodore Wm Hatton established a Naval Reserve Unit at Muncie which became operational on January 3rd 1946 under Commanding Officer Erwin Auerbachs USNR.. In 1951 Commodore Harry Lutz established another Naval Reserve Unit at Muncie which became operational on July 1st 1951 with Commander Harry Lutz as its first commanding officer.. From 1951 through 1957 there were two continuous commands: Commodore Harry Lutz (Commanding Officer) & Captain Clifford Cramer (Captain). These two captains commanded more than 1800 sailors/ Marines who mobilized for active duty during these years totaling 4 different flotillas totaling over 233 Sailors/Marines! This crewman heritage is continued today with members of the current fleet command staff having ancestors who served or are currently serving within our navy!

Muncie, Indiana is a city in the U.S. state of Indiana and the county seat of Boone County. The population was 61,898 at the 2010 census. Muncie is located on the eastern edge of both Indianapolis and Evansville metropolitan areas and is considered part of the Bloomington-Normal Metropolitan Statistical Area. It lies along I-465, which forms much of its border with Indiana University's campus to the south andwest. The mainstreet leading into downtown Muncie is known as "The Avenue". The first people to inhabit what is now Muncie were Native American traders who traveled along what is now I-465 in search of new land to trade with. In 1814, James Kapp founded a gristmill in what are today portions of downtown Muncie. By 1826, Kapp had also founded a sawmill and gristhouse here that would become one of America's largest flour mills during this time period. In 1868, John Davenport established an agricultural colony here that would grow into one of America's largest corn producers during this time period. Davenport also built several homes in downtown Muncie for his own use while he grew crops hereabouts including one still standing today called "Davenport Manor". During World War II, many munciers became involved in manufacturing throughout the country due to wartime shortages within their respective industries; however, few munciers created jobs outside their home countries as did munitions manufacturers such as those found in Muncie during World War II. After the war ended hostilities brought about by international tensions led to,,,,economic instability which caused plant closures across most major Midwest industrial cities; however not so much inmunicipal municiations like Muncie where continued economic growth led to increased job opportunities for locals even as domestic production fell victim to foreign competition (Kessler). Since 2000 local government revenue has grown faster than township revenue making muniCIE one of only 2 dozen jurisdictions nationwide where per capita spending on public services (excluding housing) exceeded income growth over that same period (.7 per cent vs 1 per cent).
