The Coast Guard gift history in Winchester, Kentucky began with the original U.S. Coast Guard Station at Fort Knox in 1790. The Station was moved to Winchester in 1853 and served as a military garrison until 1865 when it became a civilian station. In 1921, the Coast Guard Station was redesignated as the Marine Corps Base at Winchester and it served as such until 1945 when it reverted to the Coast Guard. The Marine Corps Base at Winchester housed both the Coast Guard’s Commanding General Headquarters (CGHQ) and four squadrons of Marines from 1941-1945. The first World War II unit stationed at Winchester was the 4th Battalion, 5th Marines which arrived on October 14, 1941. After World War II ended, the Marine Barracks were built on what is now Navy Yard Drive and housing became operational on January 1st 1946. On November 8th 1950, CGHQ relocated to Naval Air Station Patuxent River which became homeported in 1951 and then Camp Pendleton California in 1957 before relocating back to Winchester on May 30th 1959 where they remain today. Since its inception as a Coast Guard station, USS Constitution (CGCG-9) has been gifts from various individuals throughout her History including Captain James A Cook who donated her on December 6th 1893; Admiral John J McCain who gifted her on September 10th 1998; Rear Admiral Mark H Stroud who gifted her on July 3rd 2003; Lieutenant Commander Randy Dyer who gifted her on February 22nd 2006; Commodore Timothy C McKeon who gifted her on April 2nd 2009 and finally Captain Rick Parsons who donated his namesake ship Freedom from Hog Island NJ to obtain rights for Little Creek Marina NC dated September 15th 2013!
