Zachary is a small town located in the parish of Rapides, Louisiana. The population was 514 at the 2000 census. Zachary is named after Captain Zachary Kidd, a Confederate soldier and scout who fought in the American Civil War. The first settler in what would become Zachary was Andrew Clements, who arrived in 1793. He built a cabin on the bluff overlooking the river. In 1806, Colonel David Robertson founded a post here to protect traders travelling downriver from Indian raids. The town came into being when General John Bienville erected a store and corral here in 1809. By 1811, Zachary had about sixty residents and two churches were built; one for Methodists and one for Baptists. A railroad reached this community by1873, but it never became very popular because it took much time to build tracks and bring goods upriver to market. After several years of operation, the line was abandoned by Railroadsville Incorporated in 1886 because of financial difficulties. However, local farmers continued to use it as an access point for their crops until around 1920 when state Highway 10 replaced it as the main route through Rapides Parish outside of town limits. In 1916-17, patrolman/investigator Jameson Witherspoon served as first African American law enforcement officer on Louisiana's new statewide police force known then as "The Negro Police". This unit formed part of Bureau of Investigations during World War I with JW serving initially as captain/ assistant inspector before his promotion to lieutenant colonel (1924). When World War II began Witherspoon returned from service overseas and was assigned directly to Bureau Headquarters at Baton Rouge where he supervised all Louisiana field units including that responsible for investigating communist activity throughout the state (1945-1950). Upon termination of bureau operations he resigned effective January 1st 1951 effective with effects beginning July 1st 1951 due to retirement age set at 70 years old which he met on April 30th 1950 having reached that age on August 15th 1949 Zachary has been home to many people over its history: families whose ancestors settled here before 1800; entrepreneurs who started businesses; soldiers who fought during both world wars; future politicians such as Jameson Witherspoon - America's first black law enforcement officer during WWI & WWII; civil rights workers like Medgar Evers - assassinated while working boycott efforts against white supremacist picketers outside Ebenezer Baptist Church in Jackson County early 1960s ZACHARY'S HISTORY TODAY: Recently moved back into town center & looking forward to growing older near family
