The name "Portland" comes from the French words for "bridge over the river." The first Europeans to visit what is now Portland were French traders and missionaries in 1605. They built Fort Royal on rocky Point Constitution beach to protect their route between Montreal and Quebec City. The first settlers in what is now Portland arrived during the early 1800s with families from England and Ireland. Many of these new immigrants found work as traders and farmers in the port city of Boston before moving on to establish themselves in this rural land that would become their home. The citizens of Portland greeted American pioneers who First emerged during 1820s when soldiers marched through town on their way to battle against Native Americans near present-day Brunswick County. By 1830, most of downtown had been erected and rats had begun raids on crops along Third Avenue. A group of businessmen led by James Bridgwater purchased property northeast of downtown for $1 million in 1835 and named it Bridgwaterown after him. In 1843, they added another block eastward which became known as Bridgwater Square because it was there that representatives from all eight counties within Massachusetts were required to hold hearings before issuing a Recommendation for Selecting a New Capital for Boston Harbor – a process that would lead to Boston being chosen as its new capital in 1847 In 1865, Portland attained city status when it merged with neighboring Southport into one municipality under the leadership of Mayor Abram Hewitt In 1903, both towns separated once again when Southport became an independent village whilePortland retained its own police department until 1959 When Interstate 95 was completed two years later and bypassed much of downtown between Northwood Boulevard (now SW 5th Ave) and SE Waterfront Drive (now SE Salmon Street), much speculation ensued about how best to handle traffic congestion resulting from so many people driving into one central location . One proposal put forward by Chairman Milton Halsey called for demolishing most or all of downtown; however, no action was taken until 1961 when Mayor John Waugh announced his plan to rebuild using funds saved from building I-95 . Work began on rebuilding Downtown began on October 14th 1961 with plans calling for demolition only 30%oftheoriginal structure; however, due largely to financial constraints , Plans evolved towards reconstructing almost 90%ofdowntown including both streetscape changes as well as replacement or renovation/hoodwallingofthe old Civic Center Blocks . By September 1962 almost all historical buildings had been demolished save those still standing insideOld Civic Center Blocks while construction continued outside which included installationofthewalking toursalonginthedark sideofthedowntownblocksandadjacentstreets
