It is said that Janson had originally wanted to rename his new community Hutterite Settlement but he changed his mind after learning about the early pioneer's struggles with weather and Indians. In 1915, Hugo absorbed neighboring communities of Glencoe and Robbinsdale into its municipal boundaries; this was done as part of an effort to simplify government services for all of Ramsey County. By 1920,Hugo had over 2200 residents and had annexed two more villages: Maplewood (1896) and White Earth (1902). During World War II, Hugo became known as one of the most heavily bombed towns in America due to its proximity to Minneapolis/St Paul Airport which housed many military aircrafts during wartime airstrikes. On July 4th 1945 local resident Arvid Nordmark organized a mini-demonstration against U2 bombers over downtown Minneapolis while they were visiting StPaul Municipal Stadium for their show entitled "We Are The People". Most people who lived near downtown experienced little or no damage from these bombings however some homes along North Fourth Street suffered significant windows shattering damage which remain unsolved to this day In 1951 Mayor Clarence Applegate designated Hughes Boulevard within walking distance of all city hall buildings as an open public area promoting social intercourse between citizens and their leaders without fear of surveillance or retribution
