Coffee has been around for centuries, and West St. Paul has a rich history of coffee culture. The first coffeehouses in the city were opened by Dutch immigrants in the late 18th century. The first modern coffee shop was opened in 1907 by John Lovett and his brother Harry Lovett. In 1914, West St. Paul became the first municipality to approve a zoning ordinance that allowed for restaurants, cafes, and other businesses to open up within the city limits. West St. Paul, Minnesota is a town in Hennepin County, Minnesota, United States. The population was 716 at the 2010 census. It lies on the banks of the Mississippi River and is part of the Minneapolis-St.Paul Metropolitan Statistical Area. The first European settlers in what is now West St. Paul were French Jesuit missionaries who arrived in 1821. The town name was chosen for its location on the west bank of the Mississippi River, near present-day Saint Anthony Falls and Mankato Lake. The original white settlers were farmers and their families who came to farm land that had been donated by General William Ramsey In 1858. They named their new community after Pope Pius IX's visit to America in 1858; West St., meaning "west of the river." In 1920, West St. Paul became a state capital and the city continued to serve as its primary economic center until its annexation by Minneapolis in 1966.
