The first election held under this form of government was held on November 3rd 1954 when Harry Totten (D) won reelection unopposed after serving two terms as Mayor Pro Tem. On January 2nd 1957 John Haggerty (R) became Mayor following his election as Councilman at-large over incumbent Harry Totten’s running mate Gaynor Wickerbach; both men served one term until they were unseated by challengers in November 1958 unable to overcome negative campaign contributions from local businesses controlled by liquor interests opposed to full council representation

By 1865, however, Gloucester City's economy had collapsed due to demographic changes within NJ and beyond; it lost most of its population and business opportunities. Since then, it has been mostly an agricultural community with few physical structures remaining from its early years as a city
