The first human settlement in what is now Portales was made by Pueblo de Taos in 1540 CE. The name "Portales" was given to the settlement by Spanish explorers on their way southward from Santa Fe during the 16th century. In 1847, an act of Congress created the Republic of Texas and ordered all Mexican citizens who resided within its boundaries to leave or be deported. A group of men, women and children remaining behind appealed to US President James K. Polk for help, but no action was taken until after Polk's election as president in November 1850. To placate Mexican leaders, Polk offered amnesty to all departing Mexicans and $5 million dollars in financial assistance for railroad construction throughout Mexico – this money would never be repaid although much railroads were built in Mexico City and other parts of Latin America during that time period. In 1851, Samuel Hanks founded the town of Portales on land grant from Don José Antonio Mora y Sánchez de la Garza with 436 acres (1 hectare). Hanks arrived with his family from Missouri on April Fool's Day 1851 and named the community after General Antonio López de Santa Anna y Costilla who had been acquitted of treason charges following his army's victory at Alvarado over French forces on February 14,1848 near Monterrey. After a yearlong journey westward through Kansas Territory via Nebraska Territory and Wyoming Territory, Hanks reached Albuquerque on October 8,1852 He towed a cannonball off Point Isabel onto San Francisco Island which he named "Hank's Rock", becoming one of only two people ever to do so in New Mexico history; both others being Wm Cincinnatus Dodge who raised cattle there between 1865-1868 while also working as an American Express postman Nearby residents began referring to him as Hank because he carried mail for independent ranchers out into la Baja Peninsula region where woolen fabrics were produced: Los Pinos Hills - current day Alvord County - most likely due to his initials being written across a fencepost near where today's Uvas ranch stands henry Ford

In 1984, Hurricane Mitch destroyed much of downtown Portales, but the community rebuilt quickly and opened its doors for business again soon after. Today,Portales is an important center for trade and education within Baja California Sur. It also contains a number of cultural attractions such as the Museo del arte popular (popular art museum), which features works by Pérez Galdós and Diego Rivera; as well as several restaurants and night clubs all open late into the night due to their popularity among local students and locals alike.
