Despite these positive developments, however, economic stagnation eventually hit Shelby hard during this time period with periodic bouts of population loss combined with large-scale infrastructure projects that never quite materialized or were poorly executed; such failures have contributed significantly to overall crime rates in the city over recent decades. Despite some lingering problems (such as increasing poverty) over recent decades, Shelby has seen considerable revitalization effort since 2000 through initiatives such as government investment in educational opportunities for low-income residents; code enforcement improvements aimed at keeping streets clean; new cultural attractions like music festivals and art exhibitions; and redevelopment projects focused on creating more family-friendly neighborhoods with access to healthy foods, arts venues, and shopping options
