Bay, Ohio is the smallest city in Northwest Ohio and the only one with a military population. The town was founded in 1814 by General George Armstrong Custer as a post for Native Americans. It became an army garrison in 1827, and was made an international military base in 1898. The United States Army Garrison Bay became part of the U.S.Army after World War I when Cleveland was designated as its capital city. The army disbanded it in 1945 and sold it to the city for $6 million dollars.
