The Bixby community has a rich military history dating back to the early days of the town. The first military unit to arrive in Bixby was the Third Cavalry Regiment, which arrived in 1881. The regiment served in several wars and was disbanded in 1923. However, local residents continued to serve in the military through various organizations until 1946 when all active duty service ended in Oklahoma. In 1951, Bixby residents organized themselves into the Army Reserve Unit #3 and continued to serve until their disbandment in 1991. In 1992, Bixby became a city and began electing its own mayor and City Council members. The city government changed its name to Mayor Pro Tem on November 3, 2002 after then-Mayor Glenn Dyer resigned from office due to illness. On December 15, 2002, Mayor Pro Tem Donny Boyd announced that he would not seek reelection for a second term because he felt his time had come full circle and he wanted to spend more time with his wife and two children. On May 14, 2003, Mayor Boyd announced that he would run for re-election as mayor but decided against it due to health concerns againt another potential campaign challenge from challenger Vonda Ladd-Miller. With no other candidates offering viable opposition on election day, Boyd won re-election uncontested with over 60% of the vote. Boyd left office on January 17th of 2004 after serving out his mayoral term without interruption since 1991
Bixby, Oklahoma is a small town located in Muskogee County, Oklahoma. The population was 5,075 at the 2010 census. It is part of the Tulsa Metropolitan Statistical Area. The name Bixby comes from James Bixby, who homesteaded land here in 1887. The city limits were established in 1907 and included all of present-day Muskogee County as well as parts of Choctaw and Chickasha counties. In 1907, the City Limits Act approved by Congress granted the cities of Tulsa and Muskogee their own limited jurisdictions with their own police departments and other governmental functions. As a result of this act, Bixby lost much of its commercial and social importance after it became an annex to Tulsa. However, the city has bounced back since then to become one of the most vibrant communities in Tulsa County with strong economic development opportunities for businesses located throughout its core area including downtown, Midtown Arts District (formerly known as First National Center), University Heights neighborhood (home to Baylor University), Canonsburg area west of I-40/US 169 (including parts of Haskell Township), nursing home district east off I-40/US 169 (including part of Vernon Hills) and more recently Riverdale Neighborhoods located around Hennepin Avenue between Crosstown Road and Northwest Parkway
