It is the county seat for Multnomah County and home to most of the city's residents. Newberg is also the site of Oregon State University and its graduate school of education. The first European to visit what is now Multnomah County was Captain John McLoughlin in 1805. He named it after Lord Baltimore's colony on Vancouver Island in Canada. In 1826, James Klamath founded Klamath Resort on parts of present-day Newberg and Malheur Counties as a country retreat for wealthy landowners who could enjoy agriculture and hunting opportunities near the new boomtown of Portland. The resort attracted settlers including Hinchcliffe and others who bought land east of Newberg Creek from Klamath until 1847 when Umpqua River levels began to rise and flooding became an annual event; much farming was abandoned during this time. Oregon Territory was organized on February 12, 1859 by US President Andrew Johnson with territory around Portland carved out including present-day Multnomah County. On January 14, 1861, Washington Territory was created from part of Oregon Territory with all but easternMultnomah County becoming part of that territory as well; Newberg remained within Washington Territory until January 3, 1889 when it became part of Oregon Statehood as a result of the statehood referendum held that day. It is located on the west side of Portland, about 25 miles (40 km) south of downtown and about 20 miles (32 km) north of Salem. The first European settlers in what is now Multnomah County were those who arrived from Norway in 1827 as part of a group known as the Vansittart Party, which also included John Day and David Walker. The town site was chosen by commissioners on December 17, 1847, after they surveyed a land grant from United States President George Washington to members of his Yawkey/Sturgis Party that had arrived earlier that year from Maine. A post office called Newberg was established in 1848, and named for Hanson Newberg, one of the original party members. In 1850, the townsite passed to Multnomah County while Newberg remained part of Linn County; it gradually lost its importance until it regained it during World War II when construction began on Portland's new airport just east of town – then known as "Newberg Field". In 1945, during World War II Japanese forces burned down parts of downtown along with many other buildings in order to destroy evidence linking their forces to war crimes committed against American soldiers during Japan's cherry Blossom Offensive. As a result of this event some residents chose to move away from downtown into newer housing developments such as Willamette Park or North Portland although most people still lived around old Downtown Newberg until recently when development started again near Pioneer Courthouse Square nearby and more businesses moved into Downtown including high-end restaurants like Benares which replaced much older clothing stores located there before redevelopment started
