In 1865, Texas became a Confederate state and Plano remained loyal to the South until annexation by Texas in 1901. The city's growth during the late 1800s followed a typical trajectory for American towns-namely, steady population growth fueled by agriculture and manufacturing opportunities; however, World War I interrupted this cycle and led to an overall decline in population and economic activity. The war also caused some loss of life, including six fatalities from 1890-1910 alone within Plano's limits. The post-war years saw significant redevelopment of Plano with the erection of new housing developments such as North Park and Westpark Towers; however, these projects were not enough to reverse the trend of negative population growth which continued into the 21st century. The lack of available land has due to its location on major waterways - both Brazos River on one side and Trinity River on the other - have resulted in difficulty developers finding space to build new homes or businesses within city limits. In addition, residents have typically chosen instead to live close to their job (or work) rather than farther away from their family or community members. This has led to tension between local officials and residents over issues such as parking lot occupancy ratios which often exceed 50%.
