The Coast Guard has been in Port Arthur since 1907. The first time they set up shop here was in 1914. At that time, the Coast Guard was only a part of the Texas Rangers. In 1941, the Coast Guard merged with the Texas Rangers and became its own department. In 1957, the Coast Guard moved to their current location on Richards Boulevard. At that time, it was one of the largest buildings on Richards Boulevard. The building is still in use as a Coast Guard station today. Since 2007, when Hurricane Ike hit Port Arthur, local residents have had the opportunity to purchase a $10 gift certificate for access to the base during open hours or for a party or function at which guests are able to enjoy refreshments and views of downtown Port Arthur from inside the base’s walls. These certificates can be enjoyed by anyone who resides within 500 feet of – or is visiting – Headquarters Annex on Richards Boulevard between 9am and 6pm Monday through Friday; and 9am to 4pm Saturday and Sunday (closed Mondays). A variety of fun activities are available at Headquarters Annex including fishing trips outfitted with special gear for Lake Buchanan (a 17-acre body of water located just east of town), golf outings using an 18-hole course located adjacent to Headquarters Annex itself, physical fitness classes offered both indoor and outdoor outdoors...the list goes on!

In 2006, the Coast Guard merged with other Federal agencies to form Homeland Security and created a new branch called Customs and Border Protection (CBP). Within CBP, there is a coast guard gift history that goes back to 1954 when it was founded as part of U.S. Military police forces as The Maritime Safety Administration (MSA). Through mergers and duplication of programs, MSA’s missions have changed over time but their gifts have never stopped! The town quickly grew into a major shipping and trading center, with its own harbor, docks, and warehouses. The town's success led to it becoming an important seat of government for much of Texas during the 19th century. In 1858, Port Arthur became the capital of Texas after Austin was moved from San Antonio to become its new state capital. The city also served as the seat of county government for much of that time. In 1914, Port Arthur was renamed Texarkana after oil millionaire George W. Bushwick purchased the old Sam Houston Hotel in downtown and used it as his headquarters until his death in 1932.Texarkana was designated a UNESCO World Heritage Site in 1979.
