The original town site was located on Jacks Creek east of present-day Midland Avenue and north of Main Street between Haskell and Water streets. When Texas became an Republic in Austin in 1861, all but six counties south of San Antonio were annexed into Mexico; so Webster City Limits remained within the newly acquired state of Texas until it was ceded back to U.S. hands following the Treaty of Guadalupe Hidalgo in 1867. Railroads reached Webster before they did other parts of Texas during the late 1800s with both Union Pacific Railroad Company (later part of American Express) and Southern Railway Company providing service through town between their respective terminals at main street and water avenue/northwest corner near today's Parkview Cemetery Extension southeast off Highway 281). A new depot was completed east off Wasson Road just west of Main Street in 1907 when US railroad tracks crossed there from Arkansas Valley Line north to Brownsville Junction then northwest across FM 620 to where they continue southwest today as I-35W

The town has experienced many changes over its history including two stints as both a county seat and then a municipal government before becoming an unincorporated community within Midland County. The first phase of development began in the late 1800s when farmers settled here to raise cattle for passage across the Uinta Mountains to California. As more people moved into this area, businesses opened up to provide goods and services needed by settlers and local merchants grew rich from trade with Mexican ranches and wagon trains bringing goods back east during the river drive period of American history (1846-48). The second phase of development began following World War II when Midland County was created from portions of Dallas and Tarrant Counties. This new county included most of what is now Webster along with other towns such as Argyle and Poteet that had been annexed into Midland since 1907 without any vote or process beyond simple platting by surveyors appointed by county commissioners As part of this growth, businesses closed down or relocated to other parts of the county while residents chose not to move away altogether but rather maintain their downtown business district which they did through various marketing campaigns including using nameplates made out of metal sheeting put up on buildings throughout town until about 1970 When Interstate 20 bypassed Webster entirely making it difficult for traffic congestion centralize downtown which again caused problems for businesses trying to stay open during busy rush hours
