Orem, Utah is a city in the U.S. state of Utah and the county seat of Davis County. The population was 103,811 at the 2010 census. Orem is located on the Wasatch Front National Forest, about 26 miles (41 km) south-southeast of Salt Lake City and 54 miles (87 km) east-northeast of Ogden. The first permanent human settlement in what is now Orem was made by Mormon pioneers in 1847 as part of their wintering around Cache Valley. They named it after President Brigham Young's father, Orson Scott Carden Joseph Fielding Smith Jr., who had been president of The Church of Jesus Christ of Latter Day Saints from 1831 to 1838 and had been married to Emma Hale Smith for many years before that. In 1861, Brigham Young issued an proclamation ordering all men over 21 years old to enter into military service in the American Civil War because "the Lord has called upon us to do his work." Upon learning that some men in his ward were not yet 21 years old, he ordered them to come forward and be registered with him as soldiers or otherwise become subject to military discipline until they turned 21 years old; those found not guilty were fined or imprisoned for up to one year. A few days later, he also announced that anyone who did not turn himself into a soldier within two weeks would be considered an outlaw and face trial for treason charges instead. In 1862, when both sides began exchanging prisoners, 2 Nephi Chief Abraham Lincoln—a member of the LDS church—was captured by Confederate forces near Cedar Rapids and brought back to Salt Lake City where he was paraded through downtown before being released unconditionally thanks to Governor John Dutton Green's intervention on behalf of the LDS church leadership. In 1865–1866 Brigham Young organized agricultural production along what are now I-15 and State Route 191 westward from Provo; this area became known as "The Promised Land". By 1888 muchof central Utah had been deeded to various United States territories following passage of The Homestead Act which gave land title rights Grabenhoffer v US [Insidious Treaty Claim No.: 267].
