Cullman, Alabama is a small town in the south central part of Alabama. The population was 2,827 at the 2010 census. Cullman is located in the Cullman River Valley and is bordered by Huntsville to the north, Decatur to the east, and Tuscaloosa to the south. The town was founded in 1892 by farmers who took up land near what is now Decatur. Cullman grew slowly until it gained community status in 1963 when it became a city. In 1965, Cullman voters passed a ordinance declaring themselves an independent city. Of note are two major buildings in Cullman-the old courthouse which still stands and was once used as a courtroom and the new Town Hall which replaced an earlier building that was destroyed in a fire. The history of Cullman goes back to 1892 when farmers took up land near what is now Decatur for their own use or sale to others within months of its founding. In 1913, Cullman residents organized themselves into a Municipal Association and began petitioning for cityhood; they were successful with help from then-Mayor John Waddell. On October 6, 1963, citizens of Cullmen gathered around City Hall to vote on whether they would become an independent city after being denied privileges by then-Mayor Claude Allen. With only three dissenting votes (one from Mayor Waddell), Cullmen became an autonomous city under his rule with responsibility for its own government and laws separate from those of Huntsville and Decatur. In 1965, following local efforts led by Council Member Don Cagle (D), City Manager Dick Schaefer announced plans for construction of a new Town Hall which would replace an older building that had been destroyed in a fire years earlier on December 9th of that year; this renovation project cost $225K with funds raised from public donations as well as fines levied against cities that failed to meet similar goals set forth by Schaefer including one imposed against neighboring Decatur which did not join forces with Cullmannians in seeking independence nor build their own hall specifically designed for their needs; this event also marked the first time that video Surveillance had been used within any municipal government anywhere within United States! Today, Cullen remains one of America’s smallest but most thriving cities with over 1 million people living inside its borders making it one of its fastest growing areas! The first constitution of Alabama was adopted in Cullman on January 6, 1907.
