This order provided food and shelter for these officers until they could be repatriated or released by Union authority. In 1917, following World War I veteran's resettlement program organized by Mayor John Sawaya, the United States Military Installation at Mobile Bayou became available for civilians to use as an open air barracks housing up to 5000 troops summer-term only with no permanent buildings erected until after World War II when Camp Pickett was constructed nearby west of downtown Cullman on land that currently houses City Hall Annexe (formerly part of Municipal Services Department) . Since then much has changed with population growth (particularly along US 31) , moving away from rural areas towards larger cities such as Huntsville & Birmingham while also adding more commercial development including several large shopping malls within minutes' drive of downtown Cullman – opening up many opportunities for military gifts which continue unabated here today!
