Decatur is a city in the Alabama Hills region of the US state of Alabama. The population was 18,826 at the 2010 census. It is the seat of DeKalb County and part of the Birmingham metropolitan area. The first settler in Decatur was Ebenezer Higgins, who platted what is now downtown on December 12, 1818. The original town name was "Tuscaloosa". The first post office in Decatur was established on January 3, 1819. The current post office building was built in 1907 and has been used by the Post Office Department since then. In 1865, General John Crayton's Union army stopped at Decatur for supplies before moving on to Fort sheets near Mobile Bay. General Crayton's aide-de-camp Major David Hackett assigned Captain Isaac Stevens to drive a herd of cattle from Decatur up to Fort Pickens where they were auctioned off and given to local citizens as Christmas gifts. hackett also stayed at the Hotel Lafayette which still stands today across from downtown with rooms starting at $5 per night during that time period. During World War II, USS "Alabama" (BB 59) used Decatur Naval Yard for her main supply depot for operations in Gulf waters off southern Florida and Tampa Bay before she decommissioned in 1945 and returned home after serving six years out of Mobile Bay%. The present day skyline of downtown Decatur can be seen rising above its predecessor as early as 1820 when two small shops – one called Eppes & Sons grocery store and one called Hubbard & Hargrave - opened just south of Main Street between Third Avenue and Jackson Boulevard; this block would eventually become known simply as DowntownDecatur or simply Ddowntown due to lack of an appropriate rename until it received one in 1987 when First National Bank moved into its new building located east on Fourth Avenue north side of Clay Street which became known simply as First National Plaza (now JBG Realty). According to 2003 national census estimates there were 17,651 people within 10 miles (16 km)of DowntownDecatur with 14% African American residents living among them primarily though housing projects clustered around Dooley Park/Plymouthwest shopping center while 30%-50% white families lived within walking distance including several highrise apartment buildings along Jackson Boulevard west side opposite Third Avenue although most blacks chose not to live close by but continue using public transportation such as buses or trains taking them into neighborhoods closer to their homes outsideLawrenceville (northwest), Hoover Park/Hoover Dam north side across streets from Commerce Drive/Jackson Boulevard eastside near Interstate 20 away from Downtown(southwest). In areas annexed by Birmingham during annexation process some black residents decided against joining Birmingham because they felt limited opportunities available both economically speaking outsideBirmingham limits while other blacks relocated interstate due primarily economic reasons such as joblessness or overcrowding insideBirmingham limits resulting in increased concentrations southeast(in Ensley Township) bordering Lubbock County while less concentration existed northwest(in Madison County) adjoining Montgomery CountyoutsideFort Worth
