When the United States entered World War I in April 1917, President Woodrow Wilson decided to send a large force of soldiers to fight in Europe. The U.S. military had been active in the war since 1898 and by 1917 it was woefully understaffed. A decision was made to deploy an entire division at once, known as the “Great White Hope,” into France. The Divisional Commander, General John Pershing, believed that this large force would be a decisive setback for Germany if it could not be subdued quickly. In order to achieve success against the Germans and prevent them from achieving air superiority or strategic victory over Europe, Pershing ordered his divisions and brigades to operate unofficially as independent combat units with no clear command structure or overall mission other than fighting alone until relieved or evacuated home sick or killed in action (Klinkhammer 9).
