In 1912, Albuquerque entrepreneur Alvarado Murrieta bought half interest in Tustin Creek and built what would become One Colorado Avenue downtown; this street still leads east from First Street out toward Mesa Verde National Park today. In 1915–16 Averell Harriman served as United States Ambassador to Mexico City during World War I and upon his return reported that he found "a very large diocese"—the largest U.S.–Mexican ecclesiastical boundary dispute at war time—in Cochise Co., south of Tucson: Harriman recommended that Arizona be given its own bishopric but this proposal was not accepted until 1924 when Bishop James Logue succeeded Harriman as ambassador and directed Phoenix-based Archbishop Miguel María del Valle to establish a new diocese here. In 1928 Bishop Logue transferred all Catholic functions westward into what is now Pima County so that Tucson could become "the most important town within [Arizona]'s borders".
