Helena West Helena is a small town in Pulaski County, Arkansas, United States. The population was 740 at the 2010 census. It is part of the Little Rock–North Little Rock–Pulaski, AR Metropolitan Statistical Area. Helena is named after Helena Pugh, an early settler and daughter of John Pugh and his wife Jane. The first house in Helena was built by Drury Hockaday in 1868. A post office called Helena was established in 1870, and remained in operation until it was discontinued in 1902. The town name may be derived from the fact that all the original land for the town were purchased from Mrs. Jno. Hockaday's father-in-law Reuben Fenton on a single trip to her farm on July 4, 1869? The first school district was organized in 1871; it included all of Pulaski County except for part of Addison County which became part of South Dakota Territory later that year. The first teacher appointed to teach school was Revs James Waddell and Enoch French provide instruction at Higgins Creek School while also teaching at home with their three children (ages 5 through 12). In 1875 a new school building replaced the old Higgins Creek School which had been destroyed by fire four years earlier? In 1896 Helena had a population of 501 and when Pulaski County merged with Arkansas statehood it lost its jurisdiction over Helena but continued to be listed as a Micropolitan Statistical Area within Arkansas statehood.? Municipal residents voted to secede from Pulaski County on December 10th 1907 via referendum.? On January 1st 1908 they re-joined Pulaski county.? By 1920 there were 953 residents living within the City limits.? In 1930 only 350 residents lived within city limits.? As white flight increased throughout Arkansas during this time period many people moved away from central business districts such as Little Rock or North Little Rock although most still used those names for their localities even though they no longer functioned as such.? Many businesses closed down due to lack of customers or competition from new companies founded during this time period?? Most notably what would become known as Big Sandy’s Store which occupied space next door to Holmes Drugstore until 1990 when it closed because its owners could not afford to keep up with inflation??????? On January 1st 1935 both city limits were expanded beyond their current boundaries making then what is now west side Community Church property private?? This move effectively cancelled any possibility that either city would have been annexed into other municipalities like Pine Bluff or Arkadelphia?? Withdrawn again ??? On October 3rd 1945 ?? main street between High Street and Commercial Avenue became Pettit Road?????
