Pine Bluff, Arkansas is a town in Pulaski County, Arkansas, United States. The population was 3,821 at the 2010 census. Pine Bluff is the county seat and largest city of Pulaski County. It was founded in 1868 by Scots-Irish immigrants as a small Indian trading post on the Arkansas River. In 1875, it became the county seat when Pulaski County was created from part of neighboring Benton County. The first post office in Pine Bluff was established in 1868, and served until 1870. The current post office building was built in 1899–1901, and is currently used as a school district office building. A justice of the peace court also sits within its walls. Imbecile Hall (now known as Harrison Chapel) is one of two significant buildings located within town limits that are not considered historical landmarks; the other being Pritchett's Store which burned down on November 5th 1924 while storekeeper Elisha Pritchett was inside it to load groceries into his wagon for delivery to his family nearby. Although many believe that Imbecile Hall may have been built specifically for this purpose due to its unusual design/location—and even having an inscription reading "built by Sam Hite" on its facade—the building actually isn't listed on either any national or state registers of historic buildings nor has it been attempts at restoration or renovation occurred since 1984 despite claims from some Preservationists who still maintain that this important structure deserves such treatment due to its unique character and significance dating back over 100 years! In fact most recently there have been efforts made by some members of local high school community who feel that if Imbecile Hall wasn't preserved then perhaps something more important would have gone unnoticed such as addition of a playground or play area for their children which would have added much-needed educational opportunities and fun for both students and parents! The town began as an unincorporated community called "Bluff" on the east bank of the White River near what is now Pine Bluff Lake. A post office was established at "Bluff" on November 3, 1872, by Wm. C. Crocker with mail received from Carthage (now Little Rock). On October 9, 1907, Pine Blufurd incorporation as a village; it had a population of 100 inhabitants. The name Pine Bluff may be derived from two trees that stand near the original settlement: one named "Pine Bluffs" because it grew quickly on a nearby rise overlooking the river; and another named "Bluffs" because they were high enough to provide shade under some trees used for early logging operations. In 1901-1902, the Tennessee Valley Authority built three hydroelectric power plants just upstream of where Pine Bluff now stands; when these plants were completed there was great excitement throughout much of rural America because they would allow electricity to be generated without connection to Main Street or any substations—a development that would completely change how people lived and connected with their surroundings
