In 1957 Mayor Jerry McCarthy recommended annexation but again council refused permission due to concerns about potential traffic congestion inside the new city limits! In 1966 voters passed an ordinance creating Planning Commission jurisdiction over growth within city boundaries; however this ordinance did not take effect until 1969 when amendment #5 re-established Planning Commission jurisdiction outside ofcity limits! In 1984 Measure M (the $101 million bond measure) was passed authorizing new development within city limits but failed whenProposition D (the measure itself) was defeated by more than 60% margin!
