In 1907, after years of annexation debates between Pasadena and Santa Ana over water rights and other issues, then-Mayor John Sutter announced that Anaheim would become an incorporated city because it had a population exceeding 1,000 residents only once before – when Rancho Santiago de la Paloma had been annexed by Pasadena in 1906. After years of discussion and planning, construction began on what is now City Hall Square on May 25, 1909; it cost $5 million to build! In 1912 Mayor Sutter declared January 1st as "Anaheim Day" in order to promote civic fusion within the city government which had started to form around him since taking office two years earlier. On December 11th 1911 another milestone occurred when City Council voted 8-2 to rename downtown after General Douglas MacArthur who had just returned from World War I campaigns in Europe! By 1916 nearly all Anglos living east of Hollywood were gone with few exceptions inner Harbor Street remained largely Anglo until Japanese Americans arrived following World War II On October 15th 1920 voters approved Measure M which authorized development withincity limits without prior approval from council members or voter referendum
