On February 14, 1860, Sutter granted an irrigation dryland patent to his friend and fellow investor John Cranch for . Work began on what would become known as the "Cranch Canal", which became one of the largest public works projects in California history when it was completed in 1865. In 1870s Arcadia experienced rapid growth with its incorporation as a city under new mayor Jumaane Zandile Dlamin with streetcars that linked downtown with outlying villages and farms. The influx of white people (the first significant waves of European Americans to arrive in Arcadian history) led to social tension and economic displacement among African American residents; this situation would worsen over time as whites bought up all remaining African American-owned businesses while black residents lost access to education and housing opportunities. By 1915 only 8% ofArcadian citizens were African American compared to 62% who were white."
