At that time, ARCADIA was one of 12 towns in Kern county which were organized into three divisions: rural areas (such as Mulholland), central valley (including Hanford), and citrus counties (the southern half of Imperial County). With this municipal form of government came increased rights for citizensry such as voting representation atlocal school board meetings and more control over local economy through zoning laws
