Arcata, California is a small town in the central San Joaquin Valley of California. The population was 9,939 at the 2010 census. It is located on the east side of the San Joaquin River and it is part of El Sobrante County. The first Europeans to reach Arcata were the Spanish in 1821. Rancho Santa Clara de Atascadero was granted to Juan Bautista Aguirre on September 5, 1795. The town site was surveyed by George Witte in 1847 and platted by John Sutter in 1849. The name "Arcata" comes from an Alaskan word meaning "broad meadow." The first post office at Arcata was established on October 16, 1850, and named for José Maria Arguelles, captain of a Mexican troop that had invaded California during the Mexican-American War. A second post office opened on November 6, 1852; it was renamed for General James Halleck after his victory over Mexico at Buena Vista Creek in March 1862. In 1865, two Igneous Rocks were discovered near Arcata and became known as "the two Igneous Rocks". In 1888 they were leased to Epping Air Force Base by then-Governor Goodwin Liu as part of a state appropriation for military purposes. They remain there to this day. On April 1, 1907, Arcata incorporated as a city under state law with 781 residents . The City Council enacted Resolution No., 108 which read: dissolved all outstanding business not connected with municipal government before becoming operative; appointed City Manager Harry Jaffe effective immediately; adopted Police Department Regulations Nos.—all changes having been made without reference to any prior resolution or ordinance passed by either body; vetoed Resolution No., 110 which would have provided for Mayoralty terms renewable only once . After years of discussion among council members about how best to run their city government given its limited resources (only 8 officers and no fire department), Chairman Harry Jaffe finally recommended adopting an ordinances/ resolutions/ resolutions committee model that would give more power to individual council members while still providing them with input into city management

Arcata, California is located in the central region of San Francisco Bay Area. The population of Arcata was 7,461 at the 2010 census. It is part of the East Bay District in San Francisco. The area now known as Arcata was first settled by Native Americans about two hundred years ago. In 1847, gold was discovered in this area and a mining town began to form. The name "Arcata" came from an Indian word meaning "place where there are no trees." By 1850, a post office had been established at what is now downtown Arcata. In 1892, silver was found in this area and a new settlement formed around it called Silver City. In 1903, the name change to Arcata after Jepson County moved into the area from Sonoma County. In 1934, Arcta Mines merged with other mines and businesses to become Imperial Gold Corporation which became one of the biggest gold companies in California. The company mined until its sale in 1966 to Pacific Bell Communications Company for $1 billion dollars ($ when adjusted for inflation). In 1968-1969, voters decided not to place any more taxes on property values so that cash flow could be used for community development projects instead such as new schools and roads etcetera.. Some residents were upset about this decision but it turned out that most people wanted their community back to its original self- reliant roots despite some negative effects brought about by technological advances like cars that made it easier for people to move around without having to walk or take public transportation
The first people to live in Arcata were the Ohlone. The Ohlone hunted and fished in the nearby ocean, and they developed a strong trade network with neighboring tribes. By 940 AD, the Ohlone had established a permanent community onshore at what is now called Point Conception. When California was discovered by Portuguese sailors in 1542, they named the area Santa Barbara County after Saint Barbara, who is also known as Cana da Ferreira (the Black Rock). In 1769, Spanish soldiers under Don Rafael de Alvarado explored and claimed all of present-day California for Spain. The region passed back and forth between France and Spain until 1821 when Mexico won it back from Spain. Arcata became part of Alameda County in 1852. The first post office was established at Arcata in 1855. In 1861, Arcata had a population of only 10 people; by 1870 it had reached 100 people! during this time many businesses were opened such as an bakery and grocery store where John Luddington founded his famous Luddington typewriter company.
