The National Guard of California was first organized on December 5, 1912, when the California Assembly passed a bill that provided for the organization of a state militia to protect the people and property of that state. The Governor signed the bill into law on December 11th. The National Guard was initially composed of men from San Bernardino County and Riverside County. At its initial activation, there were only 100 members in all of California. However, due to World War I and other military engagements in California, the National Guard grew significantly over time. In 1917, the National Guard was divided into two sections: one located in cities and one stationed rurally. In 1922, both sections were combined into a singleNational Guard battalion under the command of Major General James Hickey. By 1933-1934, there were over 1,500 National Guardsmen serving in California. During World War II (1939-1945), mobilization increased asCalifornia prepared for war with Nazi Germany; however, because of increasing population growth within California as well as federal laws which limited manpower allocations to specific states during wartime efforts (such as those mandating racial discrimination against Axis forces), much less national guard activity took place until after 1945 when many servicemen returned home from war service and disbanded their units statewide. However, throughout most of these years there have been occasional regional deployments or training exercises among local units made possible by various Acts of Congress or executive orders issued by Governors Graves and Brownback respectively (elements including airmobile units). The name "Arvin" comes from Spanish for "place where people grow wheat." The first settler in what is now Arvin was José de Ulloa y Montoya in 1776. Arvin post office was established in 1858 and originally spelled Avila. According to the United States Census Bureau, the town has a total area of , all of it land. The National Guard has been a part of the United States since 1790. The first national guard unit was raised in Rhode Island on July 14, 1790. In 1812, New York created the 1st Infantry Regiment of Foot and ordered its Soldiers to form companies for service in the Mexican-American War. The regiment eventually became the 4th Infantry Regiment of Foot and served as a garrison force at Fort Monroe until 1846 when it was disbanded because of high casualties during the war. On April 10, 1861, Governor Andrew Johnson called out all state militias to help protect Montgomery County from threats from Confederate forces marching through Maryland. At this time there were only around 9,000 men in each state militia and most states had only a tokenNational Guard presence. By 1862 there were over 120,000 National Guardsmen serving throughout America with perhaps six percent of all military personnel in combat roles. By 1865 there were more than one million Guardsmen serving across the country with almost half being used for garrison duty or support functions such as law enforcement and public works projects. Although Union General Robert E Lee had initially claimed that he did not need any more soldiers to oppose Confederate General John Custer’s advance into Kentucky, Lincoln later decided that additional units could be raised to bolster Union defenses if necessary and on April 12 NSG units arrived in Louisville preparing for battle against Confederate forces advancing downriver towards Baltimore Convention Hall where Lincoln would address a meeting of important southern congressmen. Although successful at repelling an initial Confederate attack at Palo Alto Bridge (nd Battle), NSG units failed to achieve anything like equal success against superior Confederate troops at Harpers Ferry ( Battle). This defeat marked the end of hostilities between Northern and Southern armies for over two years until Grant finally led an army northward into Virginia to relieveLee after his disastrous surrender at Appomattox Court House on April 9, 1865. In total, about 62% of all Americans who fought in America’s Civil War were members of either the National Guard or Militia

The local economy relies heavily on agriculture as well as manufacturing, including meatpacking and garment production. The first people to live in what is now Arvin were Native Americans who hunted and gathered game in the area. Ranching began here in 1859 by Doniphan and other early settlers. In 1862, John Sutter came across land here that he would later develop into Arvin Township. By 1912, there were over 20 businesses in Arvin with a payroll of $10,000 per year. During World War II, many American soldiers were stationed here during both world wars due to its strategic location upstream from major northern Californian ports - this made it an ideal spot for munitions storage yards and also helped contribute to the development of Kern County as an agricultural center after the war. After World War II ended, many factories closed down or moved out of Arvin due to competition from new technology; however, some continue operations today such as WalMart which opened up shop here in 1984. Today's economy depends largely on agriculture with a population size of just under 1,500 residents but industry still provides jobs locally including meat packing plants and garment production facilities; furthermore, transportation services play an important role in exported goods coming into town from outside Kern County and elsewhere in California
