The association changed its name to the Azusa Volunteer Fire Department on September 15 of that same year. In 1916, Mayor James Hickey established a committee to study fire protection measures inAzusa and submitted recommendations to city officials including providing an exclusive water supply for firefighting purposes as well as increasing building permits for firefighter construction projects. On February 2nd 1917 Mayor Hickey appointed Rear Admiral Harry Sills Acting Chief Engineer of Public Works with authority over all aspects of fire prevention within the city limits pursuant to City Code Section 8-2701 et seq., effective February 3rd 1917
