Bakersfield is a city in California, United States. The population was 149,869 at the 2010 census. It is the second largest city in Kern County after Bakersfield. Since its incorporation as a town in 1887, Bakersfield has been home to a police department that has been responsible for law and order throughout the community. In 1902, the department was moved from downtown to what is now known as Police Plaza. From here until 1959, Bakersfield had its own station on 24th Street between Main and Center Streets. In 1959, whenCalcium City was incorporated into Bakersfield, the department's headquarters were transferred to Calcium City and it became an integral part of the new municipality's police force. As of fiscal year 2019, there are 8 sworn officers and 2 civilian employees providing law enforcement services to the citizens of Calcium City (an unincorporated community located within Bakersfield). The history of policing in Bakersfield began with some very humble beginnings. On July 4th 1887, following ratification of an ordinance by the Town Council giving effect to an election held on June 15th preceding that date setting out regulations for municipal government,[1] Mayor Augustus Huckleberry set about organizing a constabulary that would provide personal security for all residents within his limits.[2] The first officer appointed by Mayor Huckleberry was Sergeant John Smeaton who served until May 1st 1888[3]. The first paid Patrolman assigned to duty was William Howland on October 10th 1888[4]. Constable Howland patrolled East Market Street from 5 p.m.–midnight daily while also conducting jail business outside court sessions.[5] A report prepared by Sheriff Orville Wickersham during November 1889 noted that "citizens have generally found it necessary either not to leave their homes or go several miles [to get away from Municipal patrols], since they apprehend no criminals".[6] This notwithstanding, arrests did occur sporadically due largely to petty crimes such as vagrancy and larceny which continued unabated despite repeated warnings from Municipal leadership.[7][8] A similar problem existed on Elm Street where prostitution continued unabated despite numerous complaints against brothels operating without paying taxes or registering with authorities[9][10]. Ultimately this lack of proper policing led to public outcry which saw Sheriff Wickersham issue a proclamation ordering all prostitutes working within 500 feet of any public house who failed to register with him by November 14th be arrested and jailed subject thereto fines upTo $1 000 per week plus expenses incurred therein[11]; however this order only applied inside private residences and not within any commercial establishments frequented by consumers.[12]). By early 1890s civic organizations had formed including Mothers' Union No 1 (now Mothers' Union #2) which campaigned successfully for passage of an ordinance amending Establishing Regulations concerning Municipal Police Force establishing powers limitations on Proposals made by Citizen Organizations etc., thus limiting power Restricted hereby thereby[13]), ultimately resulting in establishment of two 16-member patrolmen squadrons each consisting onlyof 3 officers empowered To Arrest Any Person Who shall Not Behave himself reasonably And In consequence thereof Said Squadrons Shall Be kept On Duty Every Evening And All Night During Which Time said Officers Are Not allowed To Picket Said Streets…. This marked beginning of modern day municipal policing in Kern County; however these units were subordinated under authority granted respectively Chief Law Enforcement Officer (later Deputy sheriff) Samuel Jephcott effective March 6teenth 1893 appointment Of Which Day Services Rendered unto The Citizens By DeputySheriff At Home Office With Power To Arrest Any Person Who shall Not Behave himself reasonably……..This organization persisted unchanged until January 7th 1929 when Sheriff Charles Condon activated Departmental Headquarters at 21st & Vine Streets effective creating jurisdictional jurisdiction over portions including Mission Viejo……………………………………………………….. Effective February 12th 1929 deputy sheriffs began patrolling North American Avenue between Gower Boulevardand I-880 outside Of City Limits effective superseding prior arrangements made whereby deputies performed this function exclusively withinCity limits………On January 8 th 1933 Los Angeles County absorbed Kern County,[14][15]: therefore disbanding both departments effective February 9 th 1933….. A new sheriff's office opened at 2501 Eureka Ave on April 14 th 1934[16]: thereafter called Bureau Of Law Enforcement
