Baldwin Park is a small city in San Bernardino County, California, United States. The population was 992 at the 2010 census. Baldwin Park is located on the border of San Bernardino and Riverside Counties. It has a large commercial district in the center of town and several smaller districts. Baldwin Park was founded by Edward Baldwin in 1887 as a small crossroads community. He named it for his father-in-law, John Pemberton Baldwin, who had moved from Baltimore to California in 1853. Baldwin donated land for the community and built its first school on what is now First Street. The community grew quickly and soon had a post office, bank, hotel, and other businesses. In 1916, Baldwin Park incorporated as a city under the name of Riverside Municipal Corporation. In 1920 it changed its name to Baldwin Park City after Mayor Augustus Cushingham (1863-1927). The city experienced rapid growth during World War II with the influx of troops and their families. The population reached 1,200 in 1940 but declined to 900 by 1945 due to wartime restrictions on housing development outside of military bases or cities subject to military jurisdiction. However, following World War II's end the city began to grow again as businesses opened up and new homes were developed near downtown core areas such as Willowbrook Terrace and Garland Oaks neighborhoods east of Interstate 10 access roads that became known as "the Tenderloin". In 1994 City Council passed an ordinance creating zoning districts for various economic uses within downtown boundaries which have served as effective controls over development rates within the area ever since; this has led to continued growth throughout its history without any major issues arising from deviations from local planning regulations

The first store and post office in Baldwin Park were built on Second Street and Elm Avenue by George W. Baldwin in 1885. In 1906, Alfred Pappas opened a grocery store on Third Street near East Grand Boulevard which became the town's first incorporated business district. In 1912, John Ahern bought property south of Third Street from the Baldwin family and developed it into what is now Robertson Heights with single-family homes, churches, businesses, schools and a parkland area that includes part of today's downtown Baldwin Park
