In 1924, the city annexed the neighboring towns of Villa Park and Reseda. On November 5, 1928, Baldwin Park became a charter member of the Metropolitan Water District of Southern California (MWD). The MWD served as the governing body for all aspects of water management within Los Angeles County until its dissolution in 1996. The City of Baldwin Park has experienced significant growth over the years; it reached its current population size on July 1, 2002. The history of Baldwin Park can be traced back to when it was first settled by pioneers who journeyed from southern Ontario in search of gold and ranch land that lay between Baja California and San Diego Bay. George Washington Baldwin purchased 640 acres (250 hectares) at what is now known as Point National Monument for $5 per acre ($50 per hectare). He built a small log cabin there on December 4th, 1887 with his wife Eliza Witherspoon as his tenant-in-chief. By 1890, he had erected a larger frame house which he called “The White House” because it sat atop a white cottonwood tree outside town limits. It wasn't until 1912 that George Washington Baldwin married Alice Butler Foote and moved into their more recent home at Point National Monument boundaries in order to take care of businessrelated affairs connected with their newdry goods business ventures throughout Orange County and San Bernardino County including selling hats through mail order from Chicago markets during World War I In 1923 he sold all but one share in his business to brothers Claude Arnold & Harry Foote for $2 million cash plus stockholders’ advances totaling an additional $1 million AfterWorld War II ended George Washington Baldwin retired from day-to-day operations while brother Claude ran things alone briefly before Harry took over permanently In 1951 sisters Gertrude & Ruth Foote bought out their brothers Claude's interest President Eisenhower visited them at Point National Monument visitor center during 1957 inauguration parade viewing tour whereupon Gertrude arranged carriage ride back inside Usonian mansion accompanied by live band thru wrought iron fence ! In 1984 sisters Ruth & Dorothy Ladd left town posthumously having cofounded Pasadena Women's Club also headquartered at Point National Monument buildings . The area now known as Baldwin Park was part of the Rancho San Pablo Mexican land grant given to José María Elías Morelos in 1847. In 1892, Baldwin bought the property from Morelos for $1,000. He named the park after himself and his wife, who helped him find the land. The first home in the park was built on a piece of land that is now called Boulevard de la Gente.
