Banning is located on the east side of San Bernardino and access to it from Interstate 10 and County Route 163. Banning has been a small community since its founding in 1907 until annexation by Riverside in 1945. Banning was founded by two brothers, Hiram and John Banning, who were farmers. In 1907 they erected the first store in what is now Banning. The original town plat only included their home and five other homes belonging to their family. In 1945 when Riverside became an independent city, the town annexed into Riverside so that both cities could have equal representation on the city council. BanNING’S STORY: BanNING’s story started with two brothers who farm land southeast of downtown San Bernardino on North First Street and East Second Avenue for over 100 years! Banning is a town in Kern County, California, United States. Banning was incorporated on December 6, 1874. The population was 1,812 at the 2010 census. It is part of the Bakersfield–Murphys Valley Metropolitan Statistical Area. Banning was named for John Banning, who had come to California in 1849 as an employee of the Umpqua Land and Water Company. He became ranch manager of Rancho San Bernardino de la Plata in 1859 and decided to name his new ranch Banning after himself and donate it to the state for grazing land. The first post office opened in Banning on January 8, 1870; it was closed on July 10, 1871 due to lack of mail service from Bakersfield. The only store in BanNING until 1903 was a general store operated by Wm Hickey & Brothers which also served as a schoolhouse between 1902-1903. A Methodist Church also stood at this time but it burned down circa 1912 or 1913 before being rebuilt and enlarged around 1915-17 with additions including membership rooms/theatre upstairs (now known as the Community Building). Banking began operations at the First National Bank building located on Main Street about 1907 or 1908 when Jepson Bros., grain farmers and bank customers met together to form what is now known as The Pioneer Farmers & Merchants Bank of Bakersfield.. By 1910 there were three banks with $2 million total assets among them: Wells Fargo & Co., Farmers National Bank and The Pioneer Farmers & Merchants Bank Of Bakersfield.. In 1909-10 there were nine saloons operate by local businessmen making BanNING one of the most active towns during that period.. In 1916 City Councilman George Capp took up a cause against fire insurance rates being raised because he felt they were too high especially since many citizens could not afford such coverage even if they wanted it; eventually he successful lobbied for rates reductions making banNING one of the more affordable communities within Kern County for those without insurance prior to its incorporation into city limits did occurred circa 1922; however due largely to World War I economic factors prices increased again becoming prohibitively expensive causing much social unrest culminating in Mayor Edward McDonald's recall campaign later that year effective February 1920 successively cutting back city services while maintaining some financial resources used mainly towards fire prevention rather than increasing city taxes thereby restoring order although still managing deficits over subsequent years until 1923 when finally all services were taken away effective January 1 following enactment of Statewide Fire Insurance Regulations maintained thereby reducing City debt load from approximately $6 million ($24 million current figure) up until 1924 expenditures amounting thereto decrease gradually from approximately $12 million ($40 million current figure) until present day balance remaining largely unencumbered notwithstanding recent increases etc.).
