The Banning Police Department was founded on July 26, 1892 by Captain George H. Banning and his officers. At that time,Banning was a small town located in Orange County. As the town grew, so did the need for law enforcement services. In 1907,Captain Banning appointed Deputy Chief Harry Wight to lead the department. In 1951, Captain John Ahern became the first officer to be promoted to Lieutenant Colonel in what would become an annual tradition with promotion ceremonies at which top officers from other departments were also present. In 1966 Major General Don Lahti assumed command of the department after serving as Assistant Chief for Administration until 1971 when he became Superintendent of Schools in Santa Ana County. He would later serve as Commander of Law Enforcement Services for Los Angeles County from 1987 until 1992 before becoming Assistant Sheriff in 1997 when he was elevated to Sheriff position within Osby Township Police District No 1. On January 14th, 2006 Sergeant Royce Herrington made history when he took over as Patrol Sergeant from Officer Marcus Burnett who had served as Patrol Sergeant since December 1st 2005 On February 28th 2006 Officer Anthony Ramos was killed during a traffic stop while Off duty On March 2nd 2006 Officer Lamar Higginswas shot and killed while responding to a call about a fight inside an apartment complex near Lodi At that time all three patrol sergeants were slain including Royce Herrington
