Bell is a city in San Bernardino County, California, United States. The population was 382 at the 2010 census. It is the county seat of San Bernardino and the largest city in Riverside County. Bell is located on Interstate 8 and has a metropolitan area population of 3,554 as of October 1, 2018. The name "Bell" comes from two places: one near where it now stands, and another about 20 miles to the east which was once called Monterey Bay. In 1847, when US Route 66 passed through what is now Bell, it was proposed that the town be named for General James Halleck Bell (1786-1868), who had led American forces against Mexico in 1846 while commanding an army under Commodore Nicholas Perry during the Mexican War. The first post office opened in 1851, and by 1860 there were six settlements with names such as Allens Valley, Arcadia Heights, Bellefontaine Springs Landing, Cedar Grove Village, Cypress Hills and Green Valley Rancho. By 1870 there were 36 settlements with bell letters only; these days only four remain: Auburn City (1871-1901), Claremont (1902-present), El Sobrante (1903-present) and Monrovia (1904-present). In 1881–82 a group of businessmen formed the Bella Company to promote agricultural products here; they built what is now known as downtown Bell on Broadway between Seventh Street and Ninth Street. A hotel/conference center/motel complex was also built on Capitol Hill between Seventh Street and Tenth Avenue during this time period; it served as both a meeting place for local business leaders and a base for military operations during World War II until its demolition in 1984. A new city hall was dedicated in 1984; it replaced an old mission courthouse at First Avenue South and Euclid Street which had been used since 1856 as a jail. On November 15th of that year voters approved Measure V - or "the Affordable Housing Ordinance" - which created zoning regulations specific to affordable housing development within certain areas of town limits; designation included areas around downtown Bell where single family homes were being built at unprecedented rates due to weak real estate markets at that time statewide. In 1868, a railroad was built through the area, and Bell became an important stop on the line. By 1870, the population had grown to one hundred people. In 1878, a large fire destroyed most of the town and killed nearly all of its residents. Despite this tragedy, Bell continued to grow and become an important center for mining operations in California. In 1902,the first telephone system in California was installed in Belltown.
