As recently as 1998 there were still six active duty installations within San Francisco County; one Reserve Fleet installation; three transient naval air stations; five marine barracks; four grocery stores/restaurants; two medical clinics/wards; one fire department/ ambulance service center; one educational institutions including community colleges which serve students from throughout Contra Costa County as well as Marin County and Sonoma County. Benicia's downtown areas are home to many small businesses and restaurants as well as government buildings such as the City Hall and the County Courthouse. The first people to live in what is now Benicia were Native Americans who hunted game on nearby hills. A post office was established in 1847, and by 1872 it had become the town of Benicia. The Northern Pacific Railroad arrived in 1885 and began railroad service through Benicia; this made it possible for goods to be shipped from San Francisco without going through Oakland or Sacramento. In 1908, when Ventura County was created, Benicia became part of it. In 1906, World War I veteran Frank Evers enlisted in the United States Army Air Service and flew his planes over Japan to drop supplies to American troops fighting there; he became known as "The Lone Eagle". After the war ended, he returned home and resumed his agricultural pursuits; he died in 1998 at age 114 years old. In 1933 unincorporated communities within Contra Costa County were consolidated into an area called East Palo Alto which would later become Silicon Valley
