Benicia, California is a town located in Contra Costa County, California. The population was 37,521 at the 2010 census. Benicia is known for its wine industry and its BlackOak Winery. The first European to visit what is now Benicia was Juan Rodríguez Cabrillo on November 14, 1769 during his attempt to find a route from San Francisco Bay to the Pacific Ocean. He named the site "Punta del Estero" after finding an isolated hill he thought could be used as a landmark. The name stuck and today's Benicia is founded on Nov 16, 1824 when Captain John Sutter landed there with his new outfit of Missionaries of Jesus Christ of Latter Day Saints (Mormons). In 1846 Mexican President Antonio López de Santa Anna ordered all American citizens living east of Mexicali to leave within 24 hours or face deportation. Of those who refused to leave, about 20% were killed by Indians in what became known as the Battle of Cahuenga Pass. A group of Mormons under the leadership of Brigham Young decided to stay and fight for their freedom and founded the city in honor of Heavenly Father on October 30th 1847 using parts of Rancho El Sobrante that they had purchased from Mexican officials just east of Bakersfield. The city grew rapidly due to gold mining operations in adjacent counties and by 1861 it had outgrown its original town center which was located south between Castro Street and Second Street at present-day Maple Avenue/Alameda Street intersection. On December 15th 1861 Mayor James Waddell announced that Benicia would become an incorporated city Limits when it achieved full statehood on February 3rd 1865 following passage by both houses of the California State Legislature entitled: "An Act To Grant City Status To Benicia." In order for Bencia to receive this status it needed approval from both chambers again but this time only passed with unanimous support because then-Governor John Prentice felt that incorporation would help promote economic development inBenicio valleys around thetown limits while still protecting local autonomy including control over tax rates, school district boundaries, fire protection ordinances etc.). On July 1st 1907 Benicia voters approved passage via referendum Measure H (First Amendment) providing for independent political governance within municipal limits without having to go through county government or higher levels such as state government where elections might be influenced by outside interests such as developers who owned land adjacent to city limits near Lakeshore Boulevard/Volcanic Park Drive area today home Country Club Plaza Shopping Center etc... This amendment also provided for term limits limiting mayoral service thereby preventing any one person from leading the city for more than four terms consecutively which has continued until current day although two recent mayors have served three terms each making attainment possible should someone want it done so... As per Proposition 134(A), ratified November 6th 1990 via recall election against incumbent mayor Dean Hagopian (D) Measure M (Second Amendment) clarified certain zoning regulations governing land use within municipal boundaries effective January 1st 1991 defining several "Neighborhoods" subject ONLY TO vote by property owners within neighborhood feet rather than at block level like currently authorized in most cities across America zoned single family homes businesses parks open space agricultural purposes only NOTE: These changes are not retroactive so if you live near one now your house may change color depending on what you've voted recently
