Some early settlers in Burlington included William Halsey (1847-1924), who operated an lumber mill there; Addison Slingerland (1849-1925), also an early resident; Samuel Jaffe (1850-1937) and Charles Fenton (1859-1945). Even though Burlington only had 100 residents at its founding due to lack of space within the fledgling community - it quickly proved itself an important stop on travelers' routes between San Francisco and Petaluma! In 1915, when Richmond annexed part of Burlington to create its own larger city system - it did so at a time when cities were becoming more popular than rural areas in America due to advances in transportation technology and expanding opportunities for commerce and industry! At that point however, Richmond's annexation represented only about one third of what would be added by other cities over the next several decades because rural areas continued to outnumber urban ones by well over twotoone! Interestingly enough though, unlike many other municipalities that experienced rapid growth during this period due largely to immigration or industrialization – burlington never went through any kind of substantial downtown development despite experiencing significant prosperity both during peacetime years (e.g., 1920s thru 1940s) as well as wartime years thanks largely to its location adjacent to major military installations! This may have been due primarily to factors such as Burlington's relatively small size relative TO other American cities during this time – although some small elements such as its close proximity compared TO Bay Area Rapid Transit lines may have been contributory too!
