Calexico is a city in Baja California, Mexico. It is the largest city in Baja California and the most populous city on the West Coast of Mexico. The population of Calexico was estimated to be over 200,000 as of 2015. The oldest reference to the region now known as Baja California can be traced back to 1542 when Diego de Almagro named it San Miguel de Aguayo after his patron saint, Mary Magdalene. In 1824, José Joaquín Cárdenas y Padilla founded what would become Calexico as a small town on Rancho La Brea near today's downtown. The town grew quickly due to its strategic location on two routes linking San Francisco with Tijuana and Mexicali across the Bay of Nuezon. By 1846, Cárdenas had built several mills that processed cotton and other agricultural products for export. After Mexican independence from Spain in 1821, many American settlers arrived in Baja California seeking opportunity and land grants from Governor Manuel Micheltorena. Many of these pioneers were farmers who brought their own irrigation systems to help support livestock growth within ranchos they conquered during war time or by treaty agreement with Mexico City. As Mexican society developed increasingly into an agrarian society based upon inheritance through marriage rather than job achievement or education attainment, many American farmers found themselves displaced by their more advanced Mexican counterparts at a time when North America was becoming increasingly interconnected via railways and ports such as Los Angeles and San Francisco. In 1862, William Hoadly purchased 640 acres (25 km²) northeast of present-day Calexico from Ajoán Acosta for $5 per acre ($100 millionadjusted current value). This area became known as Hoadley Ranch because one early settler, John Hoadley Sr., donated five sections (about 0 .8 km² each) which he called "Hoadley Mesa" after his home state of Vermont where he had been born in 1792; however this name appears not to have been used until later years when Hoadley heirs first started using it for their ranching operations adjacent to present-day Utopia Drive (now Baker Road). The original population of Calexico consisted of only 100 people. The City of Calexico was incorporated on February 17, 1951. In 1973, the City established its own water agency to provide drinking water for citizens and businesses in the area. The City also installed a wastewater treatment plant in 1978 to improve environmental conditions in the area. On July 1, 1991, the City became an Unincorporated Business District within the County of Imperial and it has since been part of that county's government structure. On November 20, 2011 voters approved Measure T which designated Calexico as an Urban County with limited services to its residents while still allowing it to maintain its independent fiscal governance within Imperial County
