By 1910, there were over 10 thousand people living in California City and it had outgrown its original business district near downtown. A new business district developed around First Street and Park Avenue east of town centre that became one of the largest concentrations of businesses anywhere in southern San Diego County before World War II. Central Business District (CBD) boundaries changed little between 1920 and 1940; however, industrial development occurred primarily along First Street away from center city services and amenities like parks and libraries

California City was founded in 1849 by Don Miguel Castillo and his wife, María Elena. At the time of its founding, California City was part of the Mexican province of Alta California. In 1850, after Mexican independence was achieved, California City became a United States territory. The Castillos continued to live in California City until their death in 1901. The city was named for José Joaquín de la Hoz y Costilla (1788-1865), an American general who led a successful military expedition against Mexico in 1846 and who later served as governor of New Mexico. The first post office at California City was established on May 3, 1851. It operated under the name "Prairie View." On November 15, 1861, the town received its charter from Ulysses S. Grant as Californa City Limits Company No. 1. The original incorporation deed states that "the said company be organized into a town or village" on July 22nd of next year with "a population of not less than five hundred people". On October 11th 1870, James Fenton donated land to build what is now known as the Copley Plaza Historic District which includes portions of present day North Park and East Lake Street neighborhoods within CaliforniaCity limits. California's first water system began operations in 1865 when Captain George Ayer donated two barrels of water per day to the community for use by residents and merchants on State Route 24B between Pico Alto and Hearst Rancho San Antonio de Taos Creek areas east of present day downtown CaliforniaCity limits; this donation helped fund initial construction and operation costs for what would become today’s municipally run water system which provides drinking water to over 1 million citizens!
