The history of law enforcement in Campbell, California can be traced back to 1854 when a group of men from the town founded the Campbell Post Office. The post office was first open to residents of the town only, and it wasn’t until 1861 that it became open to everyone in the community. In 1907, the Campbell City Council voted to establish a police department and name it the “Police Department of Campbell.” The first officer on duty at the new department was John Ewing. He served for six years before he was replaced by Harry Fenton. Fenton served until 1916 when he was succeeded by William Haining. Haining served until 1921 when he was replaced by George Sargent. In 1922, Edward Mclntyre took over as head officer of the Police Department. He served for two years before being replaced by Arthur Iveson. Iveson served until 1934 when he was replaced by James Waddell. Waddell served until 1941 when he was replaced by Charles Tilton Jr.. Tilton Jr..served for two years before being replaced by Joseph Cavanaugh in 1945. Cavanaugh served until 1949 when he was replace by Clyde Pritchett Sr.. Pritchett Sr..served for one year before being substituted with Stanley Jarrell who serve from 1951-1957 followed By 1957 Pritchett had retired effective July 1st due to age 70

Campbell, California was founded in 1851 by Edwin H. Campbell and is located in the Kern County region of Southern California. The town was named for General John Broughton Campbell, who served as a colonel in the Mexican-American War and later became a general in the United States Army. The first post office was established in Campbell on April 12, 1852. In 1857, Campbell acquired title to Rancho San Bernardino de la Paloma from Antonio Vallejo. By 1860, the town had developed into a small agricultural community with about 100 residents. In 1863, Captain James Waugh of the U.S. Coast Guard arrived at Campbell to establish a depot for local commerce and provide law enforcement services along the southern coast of Mexico. Waugh's arrival led to increased trade between Campbell and Mexicali and also increased defense against pirate attacks off the coast of Baja California Sur. The town continued to grow during this time with an influx of settlers from eastern United States including New Englander John Fenton (1808-1887), German immigrant Johannes Kapp (1811-1879), Irishman Michael O'Malley (1822-1900), Canadian Alexander Macdonald (1795-1867) and Welshman David Lloyd Jones (1800-1868). On December 10, 1870,Campbell became an incorporated city under state law when it ratified its incorporation ordinance by vote of its citizens no less than 25% participate being over 60 years old or older at that time as required by state law at that time On February 1st 1870 Mayor George Gillett proclaimed that “the City ofCampbell has been erected upon solid foundation which can support all its future growth” On December 3rd 1870 Campbell received notice from President Ulysses S Grant that he had designated Campbelle as part of newly annexed Yuma County . This designation made Campbelle one of only five American cities granted county status within Mexico . Extensions to streetlights were added on November 9th 1871; drinking water supplied on October 13th 1872; cemetery opened on November 2nd 1873; first school opened September 17th 1893 In 1886 Twelfth Ward Alderman Leland Stanford donated land near present day Pershing Road for what would become Stanford University while other donations led to various new businesses being built such as Sears & Roebuck department store open January 1915 followed by JCPenney opening their original location inside MacArthur Park on July 15th 1926
