The Carlsbad National Guard was organized on February 17, 1916. The original unit consisted of three companies: Company A, Company B and Company C. The first enlistment papers were filed on March 3rd, 1916. On November 8th of that year, the new unit was reorganized into two companies: Company A and Company B. It was on January 1st 1917 when the Carlsbad National Guard lost its status as a regiment and became an organization under the jurisdiction of the Bureau of Military Affairs. On May 15th 1917, Headquarters detachment left for San Diego to assume command of detachments units at that port city. On October 26th 1918 Headquarters detachment moved back to Carlsbad after being detached from duty in World War I at Hollandia Naval Base in New Guinea (now Papua New Guinea). When it arrived back in Carlsbad it assumed command of Detachment No 2 which had been stationed at El Centro since September 1918 while Detachment No 1 continued its duties at San Luis Obispo until relieved by Headquarters detachment on December 10th 1918. The first major event during this time was the arrival of Major General Clarence Halsey who took command from Major General Augustus Fogg who had been acting commander since December 18th 1918 until his replacement by Halsey on January 9th 1919.
