The Coast Guard has been in operation in California since 1849. The first light cruiser, the "Majestic", was built at Mare Island Navy Yard in 1852 and served as the first coast guard ship on the West Coast of America. In 1861, the U.S. Congress authorized the creation of a shore patrol service on the West Coast to protect shipping and prevent piracy. The first lighthouse keeper on Point Conception was hired in 1865 by Captain John C. Fremont, who also commissioned the first lighthouse built in California-the Point Conception Lighthouse. In 1898, a new coastguard station was constructed at Tomales Bay near Sonoma County for use by both federal and state agencies. The Districtization Plan of 1923 allotted each county a certain number of officers and men for its own police services within its borders; however, San Francisco County never received its allocation and instead appointed an actuary to study county finances and recommend staffing levels for law enforcement purposes. On July 1, 1924, San Francisco County received its allocation from Act No. 584 which allocated 3 officers per 100 residents over 4 years with no extensions allowed; this created a jurisdictional conflict between city police departments that relied heavily upon federal funding whileSonoma County felt it had lost out unfairly because it did not have an officer per 100 residents allocations granted it under earlier plans). On January 15th 1938, President Franklin D Roosevelt issued Executive Order 9102 which established all coastal areas within jurisdiction of both military forces (U.S.) stationed abroad or active duty members (U.S.) assigned to foreign countries as part of Operation Neptune's Spear including portions of Northern Californias coastline). As result of this order all Federal Federal Law Enforcement Officers were transferred ashore from vessels overseas into local custody with power vested solely within State/County Sheriffs or equivalent authorities located inside those areas awaiting disposition by Naval Criminal Investigative Service personnel after successful completion of any investigation(s) or removal from shoreline should such event occur(s)).
