With increased trade came increased population density which caused overcrowding at some churches and schools; this led to complaints from religious leaders about what they saw as an un-Catholicized town. In 1907 Mayor John Papp announced his intention to build a cathedral if he were elected governor; this led to heated debate among clerics, politicians and businesspeople about whether or not the city should be turned into a religious centerdominated by wealthy Catholics while its citizens struggled economically. In 1911 voters rejected Proposition 9 - an attempt by missionaries to buy control of the city government - instead choosing instead to create their own school district with more autonomy. This decision set off another series of controversies between Archbishop James Gibbons (the head of the Catholic Church) and Mayor John Papp over how best to run Cathedral City without taxation from its wealthier residents. In 1916 both men were indicted on charges of bribery related to Proposition 14 - which would have allowed them less power than they currently enjoyed as mayors - but cleared pleadings before trial ended with their acquittals. Two years later Gibbons resigned as archbishop due to health concerns after being accused by popular opinion of accepting bribes from developers seeking land for their new chapels; this event is generally thought to have contributed to his death in 1921 at age seventy-four years old). Throughout these controversies parishioners continued coming together around services such as Thanksgiving or Easter Masses even when there was no priest available; this behavior is often called "town meeting."
